Does UEFA require a certain amount of academy/reserve players on the roster?
Because I cannot comprehend why, or even who, most of the “B” list is.

Timmy, I believe so. IIRC, they have restrictions on number of foreign players as well as non-academy players.
Timmy – Fulham must register no more than 25 List A for the Europa League. Eight placesmust be filled by ‘locally trained players,’ who have been trained by the club.
In addition to these 25 players, the club are entitled to register an unlimited number of List B players.
From the UEFA website:
18.15 Each club is entitled to register an unlimited number of players on List B
during the season. The list must be submitted by no later than 24.00 CET on
the day before the match in question.
18.16 A player may be registered on List B if he is born on or after 1 January 1988
and has been eligible to play for the club concerned for any uninterrupted
period of two years since his 15th birthday by the time he is registered with
UEFA. Players aged 16 may be registered on List B if they have been
registered with the participating club for the previous two years without
interruption.

I really, really wish I could get my hands on the submitted roster so my questions could be answered. Be interesting to note who else, if anyone, is local or associated trained besides Smalling and Stockdale because I cannot think of any.
I read the blog a little earlier. Very interesting.
On the local thing, I’d say Foderingham, Watts, Briggs and Saunders would certainly qualify. Having spent time at other English clubs Smalling, Anderson and Marsh-Brown would be deemed association players. Wonder if that helps a bit.
