Justin Kluivert’s proposed move from Roma to Fulham has fallen through after the Dutch international was refused a work permit, according to the Athletic’s David Ornstein.
The 23 year-old, who was set to join Marco Silva’s side on loan with a view to a permanent move, has made 99 league appearances in the last four seasons in Serie A, Ligue 1 and the Bundesliga as well as winning senior caps for his country but Kluivert has not satisfied the Football Association’s post-Brexit criteria. Fulham have not been given permission to appeal the decision and will now need to turn their attention to other potential signings before Thursday evening’s transfer deadline.
An imminent arrival appears to be the former Chelsea and Arsenal winger Willian, who has been training with the Whites over the past fortnight having cancelled his contract with Corinthians. The 34 year-old will undertake a medical at Motspur Park today and the former Brazilian international is expected to become Fulham’s ninth signing since securing promotion from the Championship.
If this is true, it is both frustrating and mysterious.
Why would he be refused a work permit when he is a senior International?
Just doesn’t make sense and should not even be an issue when we have seen players from all over the world sign for other Premier clubs this summer.

What a joke. I look at someone like Marc Roca at Leeds for a similar reported fee. 24 games at Bayern Munich over past TWO seasons. 0 full international caps. Last U21 cap in 2019. Kluivert 31 games last (ONE) season, 2 full international caps. Last U21 cap was 2021.

Looks like I have to eat humble pie. Still can’t believe this, it’s a rule that doesn’t appear to have affected other transfers.
If this is true why have we wasted months of wrangling over his contract,surely we should have looked into the work permit regulations in the first place, I suppose we will now make a panic buy before the transfer window closes, TK never ceases to amaze me, will he ever learn?
