Justin Kluivert’s proposed move from Roma to Fulham has fallen through after the Dutch international was refused a work permit, according to the Athletic’s David Ornstein.

The 23 year-old, who was set to join Marco Silva’s side on loan with a view to a permanent move, has made 99 league appearances in the last four seasons in Serie A, Ligue 1 and the Bundesliga as well as winning senior caps for his country but Kluivert has not satisfied the Football Association’s post-Brexit criteria. Fulham have not been given permission to appeal the decision and will now need to turn their attention to other potential signings before Thursday evening’s transfer deadline.

An imminent arrival appears to be the former Chelsea and Arsenal winger Willian, who has been training with the Whites over the past fortnight having cancelled his contract with Corinthians. The 34 year-old will undertake a medical at Motspur Park today and the former Brazilian international is expected to become Fulham’s ninth signing since securing promotion from the Championship.
